Cashin advocating Responsible Government, 23 Mar 1948, Aquaforte, Newfoundland and Labrador, Canada. ²⁵⁹⁵ I am presently reading "Where Once They Stood -- Newfoundland's Rocky Road Toward Confederation", published last summer by Raymond B. Blake, former Newfoundlander and now Professor of History at the University of Regina, and Melvin Baker, who recently retired from Memorial University of Newfoundland where he was an archivist and historian. As you can imagine this is a pretty authoritative and comprehensive account of the story of Newfoundland's flirtation with Confederation from prior to 1867 until it finally committed in 1949.

Getting toward the end of the book, in the chapter dealing with the days leading up to the two referenda that were needed to make the final choice between a return to Responsible Government, remaining under a British-led Commission of Government, or joining the other nine provinces in Confederation. Raymond and Mel give this account of the letter shown here:
"…the executive of the league [the Responsible Government League led by Peter Cashin to advocate against Confederation and for Responsible Government] wrote to 45 people [Mont Windsor being one of them] in rural areas hoping they would allow their names to be added to a membership list to be published in The Independent [the voice of the Responsible Government League]. The executive was not, however, interested in having those individuals contribute to the league's planning and organization or even having them campaign in the districts in which they resided. As Jeff Webb has shown, the Responsible Government League was elitist and wanted only "prominent" men as members who, the leaders believed, would give responsible government respectability. Ordinary workers, including women and outport people, had little to contribute in terms of planning and campaigning."
A pretty scathing indictment! I wonder if Mont or any of the other recipients of this letter was taken in?
