"In the 19th and early 20th centuries, major fires occurred in St. John's, Newfoundland (February 12, 1816, November 7, 1817, November 21, 1817, June 9, 1846, and July 8-9, 1892)"

According to the Certificate of Discharge following the bankrupcy of James Clift Esq., which was dated in the Supreme Court on March 15, 1817 (the Ides of march!) the bankrupcy itself occurred the previous November 23, that is to say in 1816.

I believe Galgay got it wrong and it was the first great fire in 1816 that actually ruined the Clift enterprise and led to the bankrupcty of James Clift, Esq. rather than the second or third, which both occurred in 1817 when Galgay said it occurred.
